This Maneki Neko is known as the Fortune Cat.

The wooden board it wears is known as an "ema". It is a Japanese tradition to visit the shrine and write wishes on these "ema" boards. The character written on the ema board represents Fortune and Happiness.

Maneki Neko means "beckoning cat", and is a symbol of fortune and luck. When the mneki neko raises the right hand, it is welcoming fortune. When it raises the left hand, it is welcoming visitors and customers. Raising both hands provides a nice feeling of welcoming fortunate visitors.
